Carl Bauer

Bauer teaches and does research about comparative and international water law and policy, taking an interdisciplinary approach that combines law, geography, and political economy. He was formerly a researcher at Resources for the Future, in Washington, DC, and he has been a consultant to numerous international organizations. His regional expertise is in Latin America and the Western United States. Bauer has a Ph.D. in Law and Social Policy from the University of California-Berkeley Law School, an M.S. in Geography from the University of Wisconsin-Madison, and a B.A. in Geology from Yale University.
